Within Teams Manager, non-admin users are restricted to viewing teams that they're an active member of, along with public teams.
If you're an Admin experiencing this issue, it's most likely related to the functioning of the Graph API, it's either throttling or simply not returning certain teams.
Try logging out and back in, and contact our support team if the issue persists.
