Currently, there's no way for Teams Manager to restrict users from creating teams outside of the app. Even Microsoft itself doesn't have an option to disallow team creation.
The only way to enforce Teams Manager usage within your organization is by implementing the corresponding corporate policy.
In terms of a software block of any kind, sadly, there are no real options at this time.
